Today, the Education and Workforce Committee passed four bills to empower workers and protect opportunities for student-athletes: H.R. 1319, ModernWorkerEmpowermentAct; H.R. 1320, ModernWorkerSecurityAct; H.R. 4366, SaveLocalBusinessAct; and H.R. 4312, SCORE Act.
On the passage of the bills, Education and Workforce Committee Chairman Tim Walberg (R-MI) said:“Today marks another strong step in protecting workers and small businesses from bureaucratic overreach. For years, unelected officials in DC imposed rules and regulations that made it harder for independent contractors to work on their own terms–limiting pathways to the American Dream. These bills are a strong reminder that Republicans will never stop fighting to protect, and expand, opportunities for Americans to succeed.
“Additionally, I am glad we passed the SCORE Act, bipartisan legislation to protect opportunities for student-athletes and stabilize the college athletics marketplace. Student-athletes deserve the chance to compete in a sport they love while maintaining a strong emphasis on academics, and the SCORE Act will help create a robust framework to protect those opportunities.”
Allows businesses to provide portable benefits, permitting workers to transfer benefits between businesses, including self-employment, without the risk of those independent workers being reclassified as employees against their will.
Clearly defines a joint employer as one that shares direct, actual, and immediate control over employees with another employer, reversing the Biden administration’s overly broad and confusing joint employer rule.
Stabilizes college athletics by creating a national framework to protect opportunities for student-athletes and providing legal protections to enter Name, Image, and Likeness agreements.
