Today, the House of Representatives will consider legislation that protects job creators by reining in an activist National Labor Relations Board. The Protecting Jobs from Government Interference Act (H.R. 2587) will stop the NLRB from dictating where an employer can and cannot create jobs. It is the first jobs bill of the fall legislative agenda.
While opponents of the legislation spread misinformation and heed the advice of academics, House Republicans are listening to America's job creators who have called on Congress to pass this important legislation. Organizations representing millions of employers have voiced strong support for H.R. 2587:
"While Boeing will eventually have its day in court, the process will likely take years and exhaustive litigation expenses. In the meantime, businesses considering investing in new facilities in the United States will think twice and need to consider the risk that their decisions may be second guessed by the NLRB. By prohibiting the NLRB from seeking the extreme remedy forcing relocation of production, this legislation would help remove an element of uncertainty and encourage investment in new U.S. facilities." U.S. Chamber of Commerce
"The federal government must not be allowed to tell business where it can or cannot create jobs. We view this threat to one employer as a key test for the business environment of all employers. The Protecting Jobs from Government Interference Act addresses this action by the NLRB and would guarantee that businesses and entrepreneurs have the ability to decide where to conduct their business. The Protecting Jobs from Government Interference Act will encourage investment in our nation and its workforce." Coalition for a Democratic Workplace
"On behalf of the National Council of Chain Restaurants (NCCR), I am writing to you in support of H.R. 2587, the Protecting Jobs from Government Interference Act, which seeks to thwart a job-killing scheme by the National Labor Relations Board (NLRB) which would ultimately dictate where companies conduct their business operations within the United States." National Council of Chain Restaurants
"Although the intent of H.R. 2587 is to correct an action taken by the National Labor Relations Board (NLRB) against a specific company, its passage and enactment is absolutely necessary to protect every American business and worker. If left unchecked and unchallenged, the precedent set by the NLRB will have dire consequences for our economic future." American Hotel and Lodging Association
"The federal government has no right to dictate where a company can or cannot create jobs. The Protecting Jobs from Government Interference Act would encourage investment in our economy by guaranteeing that businesses and entrepreneurs retain the ability to decide where to conduct business and where to locate jobs." Associated Builders and Contractors
"H.R. 2587 would prohibit the NLRB from ordering employers to close, relocate, or transfer employment under any circumstance. Manufacturers strongly support this legislation and other initiatives that seek to prevent unwarranted government interference in the workplace." National Association of Manufacturers
"I am writing on behalf of the 40,000 members of the National Association of Wholesaler- Distributors (NAW) to urge your support for H.R. 2587, the Protecting Jobs from Government Interference Act, when it is considered by the full House. This much-needed legislation would prohibit the National Labor Relations Board from ordering an employer to open, relocate, transfer or shut down a facility." National Association of Wholesaler-Distributors
"On behalf of the National Federation of Independent Business (NFIB), the nation’s leading small business advocacy organization, I urge you to support H.R. 2587, the Protecting Jobs from Government Interference Act. This legislation is a direct response to the National Labor Relations Board’s (NLRB) efforts to prohibit a company from opening a new plant in a right-to-work state, setting a dangerous precedent for government interference in the private sector." National Federation of Independent Business
"H.R. 2587 amends the National Labor Relations Act to prohibit the NLRB from ordering any employer to relocate, shut down, or transfer employment under any circumstance. In doing so, the bill leaves untouched more than a dozen alternative remedies available under the NLRA to hold employers accountable for unlawful labor practices. As such, enactment of the H.R. 2587 would foster a positive environment for American employers to develop their businesses in the state that offers the best opportunities for economic growth and job creation." National Roofing Contractors Association
"RILA members are leaders in the workforce arena and we offer our support to help maintain an appropriate balance between employer and employee rights under the National Labor Relations Act. Recent actions by the NLRB and DOL have undercut that balance and RILA supports H.R. 2587 as an important step toward restoring the Act’s intent and helping restore economic growth and jobs." Retail Industry Leaders Association
"On behalf of the Printing Industries of America, I am writing today to urge your support of H.R. 2587, the 'Protecting Jobs from Government Interference Act,' a bill to ensure that private sector employers are free to decide where to locate business operations. In short, H.R. 2587 allows companies the freedom to create jobs when and where they are best able to do so." Printing Industries of America
"H.R. 2587 will amend the National Labor Relations Act to prohibit the NLRB from dictating where a private business can and cannot locate jobs in the United States. Further, upon enactment, the limitation on the NLRB’s authority will apply to all cases that have not reached final adjudication before the board." Business Coalition for Fair Competition
"The issuance of a complaint by the NLRB General Counsel against Boeing for engaging in honest and open discussions with its union regarding the location of a new line of production... we believe that congressional action to limit the damage to U.S. competitiveness by this case through legislation such as H.R. 2587, the Protecting Jobs From Government Interference Act, is highly appropriate." H.R. Policy Association
"The legislation seeks to high-light and prevent a job-killing effort by the National Labor Relations Board (NLRB) to dictate the right to decide where companies are to conduct business within the United States. This is just one example of recent efforts by the board that continue to fan economic uncertainty and negatively impact both employers and employees across the country." National Retail Federation
